Porn Industry's "Erector Detector"

I read that the Los Angeles city council had approved an ordinance by a 9-1 vote that requires actors in adult films to wear a condom.

I have a few questions.

First, how do you enforce this ordinance? Do you hire someone and if so, what would be their official title?

I'm thinking "Erector Detector" might work 8^)
